The Party shall have Unit Volunteer Council (UVC) in both rural and urban areas of the state. The Council will be responsible to look after the affairs of the Party at the Ward, Gram, ULB levels across state. The UVC shall function under the supervision of ACEC.

**Members of UVC**

-  Any individual who has acquired party membership can register herself/himself as Unit Volunteer.
- The UVC shall be headed by the Chief Coordinator who shall be appointed by the ACEC from that particular ward, gram or ULB. 
- The Chief coordinator shall be assisted by eight (8) coordinators who shall be appointed by the ACEC.

**Power and functions of UVC**

The functions of the UVC are as follows:

The UVC shall execute party works in the Assembly constituency.

xi. The UVC shall formulate ward specific aims and objectives to strengthen the party.

xii. The UVC shall maintain books of accounts in the ward level.

xiii. The UVC shall hold review meeting once in every month and submit the report of the review to the ACEC.

xiv. The UVC shall prepare "Annual Report" and submit it to the ACEC before the end of financial year.

xv. The UVC shall constitute neighborhood group (NG), if required, to carry out the party's activities at micro level. 

xvi. The UVC shall conduct membership drive in the Panchayat ward/ULB ward.

xvii. The UVC shall collect the grievance of the public of the Assembly. Constituency and submit it to the ACEC from time to time.
